Bases Conversion and Development Authority (BCDA) president and CEO Joshua Bingcang said in a briefing yesterday that the agency is set to look into the unsolicited proposal after receiving a notice from the Public-Private Partnership Center that the proposed project has complied with the completeness check.

MANILA, Philippines — Korean firm K-Water Services Corp. and Maynilad Water Services Inc. have submitted a P15 billion unsolicited proposal to provide water and wastewater services in New Clark City in Tarlac.

Bases Conversion and Development Authority (BCDA) president and CEO Joshua Bingcang said in a briefing yesterday that the agency is set to look into the unsolicited proposal after receiving a notice from the Public-Private Partnership Center that the proposed project has complied with the completeness check.

He said the proposal involves providing water supply and wastewater management in New Clark City for a period of 50 years.

“So we were given 10 days to respond, if we will accept it,” he said.

After the BCDA accepts the unsolicited proposal, he said negotiations will be conducted with the proponent.

Following the negotiations, he said a Swiss challenge for the proposal will be conducted to allow other parties to submit their offers.

Under a Swiss challenge, the original proponent will have the right to match the offers submitted by the other parties.

Bingcang said New Clark City is estimated to require 150 million liters of water per day once the area’s development is completed.

At present, Maynilad is providing the water and wastewater management services in New Clark City under a one-year contract.

Maynilad is currently providing 20 to 30 million liters of water to New Clark City’s locators.

Earlier, the BCDA signed a memorandum of understanding with K-Water to develop comprehensive water plans for the New Clark City and Camp John Hay in Baguio City.

Both the New Clark City and Camp John Hay are being positioned as premier investment hubs.
