Garin reaffirmed the Department of Energy's commitment to President Ferdinand R. Marcos Jr's directive of providing accessible, affordable, and sustainable energy for every Filipino.

MANILA, Philippines — The Management Association of the Philippines (MAP) has teamed up with the Department of Energy (DOE) to promote access to affordable, reliable and sustainable electricity in the country.

In a statement, the MAP said it signed the Joint Energy Action Agenda (JEAA) for 2026 to 2028 with the DOE during the MAP Energy CEO Forum on Dec. 1.

The JEAA provides a roadmap for public and private sector collaboration to accelerate the implementation of the Philippine Energy Plan (PEP) 2023–2050, which aims to increase the share of renewable energy in the energy mix, while reducing reliance on fossil fuels.

To accelerate the execution of the PEP, the JEAA identifies priority actions.

The JEAA covers four pillars: accelerating delivery of the energy mix; addressing infrastructure bottlenecks; refining the energy market to promote greater competition and financing and managing the costs of energy transition.

These pillars were developed through extensive work by the MAP Energy Committee with leaders in the government, industry and the energy value chain.

To accelerate the delivery of the energy mix, key initiatives include reviewing PEP assumptions, supporting faster approvals through the Energy Virtual One Stop Shop, unlocking waste-to-energy opportunities and exploring lower-cost options for off-grid areas.

In order to address bottlenecks, MAP and DOE identified convening a dialogue between the National Grid Corp. of the Philippines and industry on transmission build-out requirements as part of priority actions.

To promote greater competition, transparency and inclusiveness in the energy sector, the priority actions include active participation in the Energy Regulatory Commission Technical Working Group to strengthen conditions supporting Retail Competition and Open Access, which allows qualified consumers to choose their energy supplier.

For a cost-efficient energy transition, priority areas of collaboration include developing market design innovations beyond long-term Power Supply Agreements, providing solutions for aggregated demand from small and short-term borrowers, as well as diversifying financing channels.

MAP said the JEAA shows a unified commitment to ensure that Filipino families and businesses have access to reliable, sustainable and affordable energy.

“Its signing marks the beginning of coordinated, high-impact action and underscores what can be achieved when leadership, expertise and a shared national purpose converge,” MAP said.
