MANILA, Philippines —  Following the issuance of an arrest warrant by a Manila court, a police officer accused of sexually assaulting a 27-year-old woman surrendered yesterday to the National Bureau of Investigation.

The victim, identified only as Ana, alleged that Pat. Joshua Semilla Mendoza of the Manila Police District raped her after she lost consciousness during a night out in Quezon City.

She has filed a complaint against Mendoza with the National Police Commission.

The Napolcom said Mendoza could face administrative liability for grave misconduct and conduct unbecoming of a police officer, which may result in dismissal from the police service if proven.

The victim sought assistance from the Volunteers Against Crime and Corruption, whose president Arsenio Evangelista said the VACC would support her through evidence gathering and prosecution.

According to the complainant, Mendoza, who is an acquaintance of her husband, invited her out supposedly to help reconcile the couple. 

She claimed that the police officer placed something in her drink, which made her dizzy, in a bar in Tomas Morato, Quezon City.

The victim said she woke up in a motel while being sexually assaulted.

A medico-legal examination confirmed that the victim had been raped.

Closed-circuit television footage allegedly captured Mendoza carrying an unconscious woman into a motel in Sampaloc, Manila, on Dec. 4, 2025.

The complaint was formally filed on Jan. 13.

The Napolcom said it aims to resolve the case within 60 days.

The suspect’s lawyer has denied the allegation, saying the sexual encounter was consensual.
