MANILA, Philippines — The Land Transportation Franchising and Regulatory Board has summoned 57 operators of terminals for passenger buses and other public utility vehicles (PUVs) over dilapidated facilities, the LTFRB said yesterday.

In a statement, LTFRB chairman Vigor Mendoza II said field inspectors found many bus and PUV terminals to be “non-compliant with the rules and regulations.”

During the inspections, the LTFRB checked the terminal facilities for “comfortable waiting areas with sufficient protection from weather conditions, clean comfort rooms, accessibility to senior citizens and persons with disabilities, existence of fire extinguishers and CCTV as well as presence of wide entry and exit points.”

“The LTFRB is not asking for high-end bus and PUV terminals. What we are demanding is compliance with rules and regulations that enumerate the basic facilities on comfort and safety of passengers,” Mendoza said.

He added that some operators were given cease and desist orders due to “gross” violations of the rules and regulations. 

Others were issued a reprimand.

Mendoza said they have received complaints about PUV terminals in different parts of the country where some passengers have to wait and line up by the roadside for their ride, or which lack facilities for persons with disabilities and senior citizens.

Some bus terminals lack working comfort rooms, while others charge passengers for toilet use, he added.

“We in the LTFRB need to step up and assert our mandate to safeguard passenger safety and ensure commuter convenience,” Mendoza said.
