MANILA, Philippines — Congress convenes in a special session today at 9 a.m. after President Ferdinand Marcos Jr. issued Proclamation 1318 calling lawmakers back to act on priority bills and key appointments, but the most closely watched business will be whether the Senate can finally break its leadership deadlock.
In the Senate, acting Senate President Sherwin Gatchalian has said the chamber is ready to elect its president and other leaders, organize its committees and proceed with pending measures.
The session is also expected to test whether his bloc can turn its claimed majority into formal control of the chamber after weeks of dispute with the camp of Senate president contender Alan Peter Cayetano, who earlier today conceded that Gatchalian's bloc has numbers to form the majority.
