Party-list groups receiving at least 2% of the total votes are entitled to one seat, but the Comelec may allocate seats to those below this threshold to meet the 20% quota for party-list representation

MANILA, Philippines – There are now party-list groups that are guaranteed at least one seat in the House of Representatives after the 2025 elections.

These results are based on partial, unofficial tallies as of 5:02 am on Tuesday, May 13, based on 75,142 precincts reporting, sourced from the Commission on Elections’ (Comelec) Media Server.

Here are the party-list groups that have reached at least 2% of the total vote share, which automatically gives them one seat.

  • Akbayan Citizens’ Action Party (AKBAYAN)
  • Duterte Youth Party-List (DUTERTE YOUTH)
  • Tingog Sinirangan (TINGOG)
  • Pagtibayin at Palaguin ang Pangkabuhayang Pilipino (4PS)
  • Anti-Crime and Terrorism-Community Involvement and Support, Inc. (ACT-CIS)
  • Ako Bicol Political Party (AKO BIKOL)

Party-list groups that receive at least 2% of the total party-list votes are entitled to one seat in Congress and the top performing group can get a maximum of three seats. The Comelec, however, may still award seats to groups that fall below this threshold in order to fill the 20% quota for party-list representation in the House.

For example, only six out of 55 winning party-list groups surpassed the 2% vote share requirement in the 2022 elections. ALONA Partylist was among those that still managed to secure representation despite getting only 0.65% of the total votes cast.

A similar trend was seen in the 2019 elections where only eight out of 51 winning groups crossed the 2% threshold. Kabataan Party-list, one of the last to gain a seat, received only 0.7% of the vote.

Below is the partial real-time list of the party-list race. Refresh this page for the latest results. We will update this page as more votes come in and as soon as Comelec releases the final seat allocation in the incoming 20th Congress.
