The state-run lender and NIA signed a memorandum of agreement on June 11 in Manila, formalizing a partnership to deliver coordinated financing and support services to farming communities nationwide.

MANILA, Philippines — State-run agencies Land Bank of the Philippines and the National Irrigation Administration (NIA) have partnered to improve access to affordable financing in irrigated areas.

The state-run lender and NIA signed a memorandum of agreement on June 11 in Manila, formalizing a partnership to deliver coordinated financing and support services to farming communities nationwide.

Under the MOA, NIA will mobilize eligible farmer groups, including Irrigators’ Associations, Federations of Irrigators’ Associations and Irrigators Service Cooperatives and their members.

For its part, the lender will extend financing and credit administration under the Agrisenso Plus Lending Program, which offers affordable credit at an interest rate of only three percent per annum to small farmers, fishers and agrarian reform beneficiaries.

As of April 2026, Landbank has released P3.78 billion in loans under the program, benefiting over 15,200 borrowers nationwide.

Landbank president and CEO Lynette Ortiz said the tie-up aligns two critical requirements for stronger farm performance.

“With NIA’s extensive network on the ground and Landbank’s development financing, we are in a better position to support our farmers as they move forward with greater confidence,” she said.

NIA administrator Eduardo Eddie Guillen said the initiative unlocks vital opportunities to “deliver adequate, affordable, accessible and timely support to our farmers.”

He added that empowering the entire agricultural value chain can spark an economic multiplier effect that drives genuine and inclusive growth.

The initiative aligns with President Marcos’ Unified Package for Livelihoods, Industry, Food and Transport framework, which seeks to protect livelihoods, stabilize the food supply and reinforce key sectors.
