MANILA, Philippines — The Independent Commission for Infrastructure (ICI) on Wednesday, December 3, unveiled a fresh set of case recommendations for several officials, including former senator Bong Revilla Jr. and alleged bagman Maynard Ngu.

Meanwhile, additional case buildup is recommended for former Senate president Chiz Escudero, Makati Mayor Nancy Binay, former senator Grace Poe and Sen. Mark Villar.

ICI Chair Andres Reyes Jr. said that the commission recommended the filing of direct or indirect bribery, corruption, plunder, and administrative sanctions against the following individuals:

Bong Revilla Jr.
Maynard Ngu
Manny Bulusan
Gerard Opulencia
Ruel Umali
Gene Ryan Altea
Carleen Yap-Villa
JY Dela Rosa
Mrs. Patron
Carlo Aguilar

Ngu is the alleged bagman who connected former Department of Public Works and Highways (DPWH) undersecretary Roberto Bernardo and Escudero. Meanwhile, Villa is the former political aide of Binay.

Due to the gravity of allegations hurled against them, Reyes said that the ICI has recommended to the Ombudsman that the following individuals should be investigated for a possible case buildup:

Sen. Chiz Escudero
Makati Mayor Nancy Binay
Former senator Grace Poe
Sen. Mark Villar

The aforementioned personalities were explicitly mentioned in Bernardo’s testimony at the Senate Blue Ribbon Committee, when he tagged several senators and officials in the massive DPWH corruption scheme.
