MANILA, Philippines — The four impeachment complaints against Vice President Sara Duterte are expected to be referred to the House of Representatives’ committee on justice anytime this week, following their transmittal to the office of Speaker Faustino Dy III.
The four complaints, filed one after another by the Makabayan bloc, Tindig Pilipinas, church and religious groups led by lawyer Amando Virgil Ligutan, and lawyer Nathaniel Cabrera – are expected to be included in the House plenary’s order of business today.
The House leadership, as a matter of procedure, will transmit the four petitions to the justice committee chaired by Batangas Rep. Gerville Luistro, whose panel will initially determine whether the complaints have satisfied the requirements for sufficiency in form and substance.
Officials and members of the Luistro committee will also decide whether they still need to discuss the merits of the complaints, or send them directly to the House plenary where votes of one-third of the total 318 House members will mean a Senate trial.
House Deputy Speaker Paolo Ortega V said the “serious and disturbing” allegations of unexplained wealth and omissions in Duterte’s statements of assets, liabilities and net worth compelled him to endorse the fourth impeachment complaint.
“This is about constitutional accountability – the SALN is mandatory and must be complete and truthful, and any undeclared asset or unexplained wealth is a grave issue,” the La Union first district congressman emphasized.
“If public officials are required to disclose all assets and live modestly, then any material omission is a serious constitutional concern that the House cannot ignore,” he pointed out.
The other endorser of the fourth impeachment complaint is Rep. Bienvenido Abante Jr.
The Cabrera petition is focused on allegations that the Vice President failed to fully disclose her assets in her SALNs and may have amassed unexplained wealth disproportionate to her lawful income.
The 58-page impeachment complaint accuses Duterte of culpable violation of the Constitution, betrayal of public trust, graft and corruption, bribery and other high crimes. Duterte concurrently served as education secretary until her resignation from the Cabinet post in July 2024.
According to Cabrera, there are allegations that the former Davao City mayor has assets, bank accounts, cash holdings and property transactions that were omitted, understated or not fully reflected in her SALNs.
The complaint stated that the charter requires full transparency from public officials and that any material nondisclosure or accumulation of wealth manifestly disproportionate to legitimate income constitutes an impeachable offense.
Cabrera is seeking a forensic review of bank records, property transfers and related financial documents to determine whether public funds have been converted into private assets and whether her declared net worth accurately reflects her true financial position.
The unexplained wealth allegations are linked to broader claims of irregular confidential fund disbursements amounting at least P612.5 million from December 2022 to the third quarter of 2023, covering both the Office of the Vice President and the Department of Education.
