LINGAYEN, Pangasinan — Gov. Ramon Guico III took the stage here on Saturday to highlight his accomplishments as he delivered his third State of the Province Address, coinciding with Pangasinan's 445th Foundation Day celebration.
In his speech, Guico reflected on the transformative journey of Pangasinan that had made a lasting impact on the lives of the province's 3.2 million residents in the last two and half years.
"As your public servant, I offer my heartfelt gratitude for your continuous support. This State of the Province Address is not just about what the governor has achieved, but about the collective efforts of the entire province," Guico said.
He credited the success of his administration to the efforts of "Team Pangasinan Ang Galing," which, he said, included public servants from the capitol, hospitals, local governments, and community leaders.
"Pangasinan Ang Galing," which is Guico's campaign slogan, has become a rallying cry for unity, progress, and excellence of his administration. "Ang Galing" means excellent or magnificent in English.

Guico highlighted numerous "first-time" initiatives that spanned across key sectors, such as tourism, agriculture, health, education, peace and order, infrastructure, environment, and livelihood.
Among these are the transformation of the historic Casa Real into the Banaan Pangasinan Provincial Museum, revival of the Pangasinan Salt Center to rejuvenate the province's salt industry, the launching of corporate farming initiatives and support for micro, small and medium enterprises, the establishment of the Pangasinan Polytechnic College and modernization of the Pangasinan Provincial Jail, the Green Canopy Project and the creation of the One Response Command Center in Barangay Malico in San Nicolas town.
Guico also emphasized his administration's commitment to improving health care, particularly through his signature program, the Government Unified Incentives for Medical Consultation. Under the program, 2 million residents of Pangasinan have been registered under the Philippine Health Insurance Corp.'s Konsulta program.
He also reported that some P495.4 million funding for the Medical Assistance for Indigent and Financially-Incapacitated Patients was allocated to the province in 2023, benefiting 182,679 patients across 14 hospitals run by the provincial government.
These hospitals have also received state-of-the-art equipment, including MRI and CT scan machines, as part of their modernization efforts.
Guico's administration has also gained recognition for its commitment to transparency, financial integrity, and accountability.
These efforts have resulted in several prestigious awards, including Kampeon ng Kalusugan Sa Mga Komunidad, Outstanding Provincial Jail, Top Performer in Highest Locally Sourced Revenues, Most Disability Inclusive Province, among others.
Guico said that regular programs, such as employment services, infrastructure development, and assistance for farmers, unemployed individuals, and marginalized sectors will continue to be prioritized.
"We will keep raising the bar of excellence. While three years may seem short, our accomplishments speak volumes. The legacy projects and programs we've set in motion will benefit generations of Pangasinense," Guico said.
