MANILA, Philippines — The Department of Energy (DOE) is gearing up for the competitive auction of large-scale offshore wind projects in August, with certificates of award targeted for 2027.

Under the timeline for the fifth green energy auction (GEA-5) round, registration for qualified suppliers officially opened yesterday and will continue until March 16.

Pre-bid evaluations, the pre-bid conference and other pre-auction activities are scheduled throughout this month until Aug. 26, ahead of the auction proper on Aug. 27.

“The implementation of GEA-5 marks a major stride toward a more sustainable energy future for the Philippines,” the DOE said in a statement yesterday.

For this landmark auction, the DOE will offer 3,300 megawatts of fixed-bottom offshore wind capacity, with delivery scheduled between 2028 and 2030.

The move supports the national target of increasing the share of renewables in the power mix to 35 percent by 2030 and 50 percent by 2040 from the current 25 percent.

It also aligns with the government’s goal of generating the first kilowatt-hours (kWh) of offshore wind power before the end of President Marcos’ term in 2028.

According to the DOE, the list of potential winning bidders for GEA-5 is expected to be finalized and submitted to Energy Secretary Sharon Garin by Sept. 14.

The potential winners are slated to be announced by Sept. 23, with the issuance of certificates of award scheduled for February 2027.

Beyond attracting investments, the DOE said the auction underscored its commitment to a “competitive, transparent and efficient energy procurement.”

GEA-5’s pre-bid activities kicked off following the Energy Regulatory Commission’s issuance of the final ceiling price, or the maximum allowable bid offers.

The ERC set a ceiling price of P11 per kWh for the offshore wind auction, higher than its initially proposed P10.3859 per kWh.
