MANILA, Philippines — The government awarded a total of 13 public-private partnership (PPP) projects last year as part of its efforts to address the country’s infrastructure gaps.
In a statement, the PPP Center said that the 13 projects cover 11 local and two national projects.
Among the awarded projects is the National Single Window through an Integrated Trade Facilitation Platform Project, which aims to streamline and digitize import, export and trade-related regulatory processes.
It is the first project to be fully processed under the PPP Code, which provides the legal framework for the development, approval, procurement and implementation of PPP projects.
Other projects awarded last year cover key sectors, including transport, water, traffic management and health.
These projects cover the construction or installation of hemodialysis centers in Iloilo provincial and district hospitals; the South-Luzon Integrated Terminal Exchange; Cavite Bus Rapid Transit System; Circalacion mixed-use office building in Cebu; USWAG condominium complex in Iloilo City; Bacoor City Digitalized Traffic Enforcement system; Misamis Oriental Capitol Compound development; Mangatarem water supply system in Pangasinan; Palayan City Hospital PPP in Nueva Ecija; Bataan Single Ticketing System and the Aquilino Q. Pimentel Jr. International Convention Center in Cagayan de Oro. Also included is a Build-Transfer-Maintain Agreement for the Bacolod Super City.
These projects brought the total under implementation to 288, comprising 184 national and 104 local projects.
The PPP Center supports project implementation by tracking project performance, identifying risks and bottlenecks and facilitating coordination.
It said that the government had seen greater private sector confidence in the PPP program, as it had received a total of 98 unsolicited proposals as of Dec. 21, 2025.
Of these unsolicited proposals, 31 were endorsed for implementation by the relevant agencies for detailed evaluation.
Last year, the government’s PPP pipeline covered a total of 251 projects amounting to P2.81 trillion.
Of these projects, 166 are national projects, while 85 are local.
The projects in the pipeline cover 194 solicited projects and 57 unsolicited proposals.
