Globe yesterday agreed to serve as the emergency telco of the Metropolitan Manila Development Authority (MMDA) in the event that the dreaded earthquake “The Big One” strikes.

MANILA, Philippines — The government is working with Globe Telecom Inc. on emergency response plans for “The Big One,” requiring the telco to build infrastructure to keep networks operational at all times.
Globe yesterday agreed to serve as the emergency telco of the Metropolitan Manila Development Authority (MMDA) in the event that the dreaded earthquake “The Big One” strikes.
“The Big One” is the massive earthquake scientists expect could occur along the West Valley Fault in Metro Manila and nearby provinces.
The partnership, formalized through a memorandum of agreement, unifies Globe and MMDA’s measures for disaster preparedness in Metro Manila, which could endure the worst damage from massive earthquake.
Globe president and CEO Carl Raymond Cruz said the telco would activate its disaster recovery plan in case “The Big One” occurs. Further, Globe is tasked to quickly restore network services to ensure that the government can communicate response efforts efficiently.
Cruz said the memorandum also requires Globe to deploy networks in a box and cell on wheels in areas hit hardest by the earthquake. Before “The Big One” strikes, the telco is asked to improve the structural integrity of its cellular sites in Metro Manila.
The MMDA will provide Globe with logistical support by granting jurisdiction to access priority sites, which would mean the telco can deploy repair personnel immediately.
Moreover, the agency will designate specific locations with fuel and power supply so that Globe can maintain the operability of its network infrastructure.
“This milestone agreement with the MMDA underscores our shared commitment to safeguarding lives and keeping communities connected when it matters most, especially in moments when our connectivity can mean the difference between safety and peril,” Cruz said.
MMDA chairman Romando Artes said the partnership with Globe underscores the importance of unifying government and private efforts on disaster preparedness.
He called on other telcos and industries to work with the MMDA in building up the resilience of Metro Manila.
“It (Globe tie-up) underscores the power of public-private cooperation in building resilience. We invite other industries to join us in strengthening communities in Metro Manila,” Artes said.
Based on studies from the Philippine Institute of Volcanology and Seismology, “The Big One” can produce up to a magnitude 7.2 earthquake caused by movements in the West Valley Fault.
