Since assuming leadership in January 2024, Chairman and Administrator Eduardo Jose L. Aliño has guided SBMA with a clear goal: elevate Subic Bay Freeport into a next-level economic hub that balances competitiveness with environmental responsibility.
Recognizing Subic as a “crown jewel” of the Philippine economy, Aliño’s leadership has focused on strengthening stakeholder relationships, fostering business collaboration, and ensuring that development remains inclusive and forward-looking. This vision laid the groundwork for what is now known as Subic’s “Green Port City.”
The timeline of growth
SBMA’s transformation began in 2024 following the national directive to revitalize business ecosystems. That same year, nearly 160 new locators commenced operations within the Freeport, driving fresh investments and employment opportunities.
Momentum accelerated in 2025, when increased vessel traffic led to 149 additional ship arrivals, highlighting Subic’s growing importance as a logistics and trade hub in the region.
By 2026, global confidence in Subic was further solidified with the expansion of HD Hyundai Heavy Industries, which introduced new shipbuilding and maintenance, repair, and overhaul (MRO) capabilities—positioning Subic as a strategic maritime base in the Indo-Pacific.
Strong economic growth and investment performance
SBMA’s growth story is reflected clearly in its financial and investment performance.
In 2025, the agency generated Php1.77 billion in port revenues, marking a steady increase from Php1.465 billion the previous year—cementing its role as a major contributor to the national economy.
This growth has been driven by higher cargo volumes, improved operational efficiencies, and increased vessel traffic.
Investment inflows have also surged significantly. In 2024 alone, SBMA secured Php20.6 billion in committed investments, generating over 6,000 jobs for the community.
This upward trajectory continued in 2025, with nearly Php600 billion in investments recorded—demonstrating strong investor confidence and reinforcing Subic’s position as a premier economic zone in the Philippines.
A focus on upright businesses and operations
Part of SBMA’s objective is to ensure that the business climate in Subic Bay remains enticing for entrepreneurs. As such, the association enforced and upheld regulations and guidelines for industries like locators to pave the way for more investors, revenues, and employment opportunities.
This righteous path for business did prove successful. Revenue of up Php300 million closed to 10% revenue of SBMA that has been attributed to the locator industry in 2025 marking an exponential increase in progress since Aliño stepped in as chairman in 2024.
Among business leaders and entrepreneurs, this realignment has repositioned Subic Bay as a significant hub where good business means clean business. One of the key drivers of this movement is the Association of Subic Truck Importers Group, Inc., which has played a significant role in job opportunities and a positive impact for investments.

SBMA has also strengthened its relationship with stakeholders through initiatives such as the inaugural Green Anchor Awards, which recognize partners in ports, shipping, and logistics for their contributions to sustainable trade and development.

The “Green Port City” vision underscores a commitment to responsible growth—ensuring that industrial expansion goes hand in hand with environmental protection and resource conservation.
