Bulacan Gov. Daniel Fernando has recommended the suspension of the provincial warden and jail guards who allowed two persons deprived of liberty (PDL) to go in and out of the Bulacan Provincial Jail even without court order.

On Sunday, the Criminal Investigation Detection Group (CIDG) arrested Abdua Arajalon and Mario San Jose, PDLs who apparently enjoy special treatment from the warden and jail guards, in the city of Malolos.

They were arrested in Malolos City, at least five kilometers away from the provincial jail facility.

The CIDG operatives, who acted on a tip from a reliable source, also arrested the escort jailguard and Arajalon's wife Sarah.

Fernando said on Wednesday a separate investigation on the case is ongoing and he is recommending the preventive suspension of Ret. Col. Rizalino Andaya, the provincial jail warden, along with and the jail guards involved.

However, the governor, who is running for reelection, said he is still awaiting clearance from the Commission on Election (Comelec) regarding his recommendation to suspend the warden because it is still election period.

Fernando said upon hearing the news of the arrest of the two PDLs, he immediately reprimanded the provincial jail warden and demanded an explanation why and how the two inmates were able to leave the facility without a court order.

Fernando said that he knew nothing about this incident and that he himself was surprised by the illegal activities that take place inside the provincial jail.

Arajalon is a former member of the Special Weapons and Tactics (SWAT) unit who is in jail for murder raps. He is also a "mayor" to fellow inmates in the jail.

San Jose, on the other hand, was the "chairman of barangay 11" in the jail. He is facing a homicide case and a member of the "Sputnik Gang."

Escort jail guard Tee Jay Jimenez was also arrested for 'illegally escorting a detainee without court authorization' and Arajalon's wife, Sarah Wahid, for conspiracy allegedly giving consent to the detainees to escape.

The four were arrested while riding in a red Toyota Hilux with license plate DBP 4088. A caliber .45 and a Glock .9mm were also recovered from the suspects.
