MANILA, Philippines — The Food and Drug Administration (FDA), Land Transportation Office (LTO) and Bureau of Internal Revenue (BIR) received the highest number of public complaints this year, according to new data from the Anti-Red Tape Authority (ARTA) covering January to October 2025.
ARTA’s list of the Top 10 most complained-about national government agencies showed the FDA logging 599 complaints, followed by the LTO with 414, and the BIR with 336. These were mostly tied to delays in processing and service delivery, the agency said.
Rounding out the Top 10 were the Philippine Statistics Authority, Land Registration Authority, Department of Environment and Natural Resources, Department of Human Settlements and Urban Development, Department of Foreign Affairs, Securities and Exchange Commission and the Bureau of Customs.

For government-owned and controlled corporations, the Social Security System (SSS) topped the list with 269 complaints, followed by the Pag-IBIG Fund with 134 and the Government Service Insurance System (GSIS) with 37.
Other GOCCs in the Top 10 included Bangko Sentral ng Pilipinas, Philippine Health Insurance Corporation (PhilHealth), Philippine Postal Corporation (PhilPost), National Housing Authority, Land Bank of the Philippines, Metropolitan Waterworks and Sewerage System and the Philippine Charity Sweepstakes Office.

Bottlenecks, not failure. According to ARTA, many complaints were about long waits or late processing. But the agency said this list doesn’t mean the offices are failing at their jobs.
The complaints help show which parts of their service need improvement. ARTA also said that over 91% of complaints since 2018 have already been resolved.
