MANILA, Philippines — Manuel Bonoan, the former secretary of the Department of Public Works and Highways caught in the flood control scandal, has returned to the Philippines, the Bureau of Immigration said.
In a statement on Sunday, January 18, the bureau said Bonoan arrived Sunday morning at Ninoy Aquino International Airport aboard China Airlines flight CI0701 from Taipei, Taiwan.
Immigration authorities said Bonoan arrived without a travel companion.
Bonoan is under an Immigration Lookout Bulletin Order in connection with alleged negligence as chief of an agency whose senior officials admitted to and are tagged in the corruption scandal involving overpriced and nonexistent flood control projects.
Bonoan left for the United States on November 11 amid an ongoing investigation into the alleged anomalies.
He reportedly traveled via Taiwan to assist his wife, who was undergoing a medical procedure.
Bonoan's return was initially expected by Dec. 17, 2025, but he later informed Justice Secretary Fredderick Vida that his return would be delayed due to complications related to his wife's condition.
In a DZBB interview on January 16, Philippine Ambassador to the United States Jose Manuel Romualdez said Bonoan had requested a one-month extension of his stay in the United States, also citing his wife's medical procedure.
