MANILA, Philippines — The Energy Regulatory Commission (ERC) has again adjusted market share limits in the power sector, setting updated caps on how much a generation firm can operate nationwide.
In its latest resolution, the ERC said the national grid’s installed generating capacity (IGC) stood at 28,197 megawatts (MW), with no single entity allowed to control more than 25 percent of the system-wide market share.
This effectively limits any company or related group to a maximum generating capacity of 7,049 MW across the country.
The regulator also set the IGC per grid at 20,422.8 MW for Luzon, 3,478.3 MW for the Visayas and 4,295.9 MW for Mindanao.
Under the rules, companies may capture up to 30 percent market share in each grid, meaning they may only own a capacity of up to 6,126.8 MW in Luzon, 1,043.5 MW in the Visayas and 1,288.8 MW in Mindanao.
“Healthy competition in the power sector is essential to ensuring reliable electricity supply and protecting consumers from unreasonable prices,” ERC chairperson and CEO Francis Saturnino Juan said.
“By regularly updating the IGC and market share limitation, the ERC helps prevent market dominance and promotes a level playing field for all industry participants,” Juan added.
Under the Electric Power Industry Reform Act, no single company or related group may own, operate or control more than 30 percent of the IGC of a grid and 25 percent of the national IGC.
As the country’s power regulator, the ERC reviews and adjusts these limits annually based on the maximum capacity of generation facilities. The new thresholds will remain in effect until the next adjustment.
“This resolution allows the ERC to more accurately reflect the actual operating capacities of power plants nationwide, while ensuring that competition remains fair, transparent and beneficial to consumers,” Juan said.
