Senate Deputy Majority Leader JV Ejercito emphasizes that the insertions proposed by senators are amendments intended to support agency projects and programs during the deliberations on the proposed 2026 budget of the Department of Migrant Workers and Commission on Filipinos Overseas at the Senate in Pasay City on October 6, 2025.

MANILA, Philippines — The possibility of two impeachment complaints against the country’s top two leaders signals political instability, Senate deputy majority leader JV Ejercito said yesterday, noting that this “paints a bad picture of us internationally.”

In a Zoom press briefing, Ejercito lamented the plan of administration critics to file impeachment complaints against President Marcos and the impending re-filed impeachment complaint against Vice President Sara Duterte.

“It’s really a frustrating situation in our country, instead of us talking about development,” Ejercito said.

He lamented the economic repercussions of having two impeachment trials this year against Marcos and Duterte, who used to be allies until their political falling out.

Ejercito said despite his reservations, he still believed in the constitutional duty of the Senate to “proceed to trial forthwith” in case both impeachment complaints are transmitted by the House.

“President or Vice President, it is our constitutional duty to hear the impeachment. It’s in the Constitution. But I’m just airing out my frustration of the implications that this would bring if the impeachment process proceeds for them both,” Ejercito said.

Not blocking impeachment

House majority leader and Ilocos Norte Rep. Sandro Marcos said yesterday that he is not blocking any impeachment complaint against his father the President.

“We need to remind people that Congress is constitutionally bound to hear these cases for anyone, for any impeachable officer, whether that is the President or not. So to those who are saying that I will block that, the impeachment or whatever, I cannot do that,” Marcos said on Radyo Pilipinas.

Marcos said he has to perform his duty as the majority leader. “I cannot stop any impeachment complaint from being referred to the floor or to any committee or the committee on justice,” Marcos said.

“We have to go to the process rather and, again, the President and Malacañang has stated that he is confident that he has done nothing wrong,” Marcos said. — Gilbert Bayoran, Jose Rodel Clapano
