In 2024, the Employers Confederation of the Philippines (ECOP) demonstrated its commitment to embedding sustainable development into its operations and programs by launching its Sustainability Program Roadmap. This ambitious initiative, developed in the spirit of “walking the talk,” institutionalizes sustainable development across ECOP’s advocacy, projects, and services. Beyond enhancing internal operations, the roadmap aims to demonstrate a tangible return on investment for ECOP’s development partners by creating meaningful and measurable impact.

Institutionalizing sustainability

The Sustainability Roadmap, approved by the ECOP Board on Feb. 15, 2024, provides a structured framework for supporting Philippine enterprises in their sustainability journeys. It guides companies in aligning with the United Nations Sustainable Development Goals (SDGs) and transitioning to greener practices while ensuring a just transition for workers and industries.

Roadmap for systemic change

The Sustainability Roadmap follows a three-phase progression, ECOP’s “theory of change,” to embed sustainability into Philippine enterprises:

  • Phase 1: Integration of SDGs and ESG: This phase focuses on raising awareness and building companies' capacity to integrate the SDGs and Environmental, Social, and Governance (ESG) principles into their operations. It lays the foundation for aligning business practices with sustainability objectives.
  • Phase 2: The Just Transition to a Green Economy: As companies embrace SDGs and ESG principles, they naturally contribute to the just transition to a green economy, often unintentionally. This phase emphasizes adopting greener practices while addressing critical challenges such as mitigating the transition's impact on workers and industries, bridging skills gaps, and creating equitable opportunities in emerging green sectors. ECOP's support for companies during this phase is crucial.
  • Phase 3: Empowering and Supporting the Transition: The final phase drives systemic change by helping businesses create long-term value through sustainable practices, green job development, and enhanced skills. It directly influences ECOP’s initiatives in policy advocacy, service creation, and the development and implementation of impactful projects.

The roadmap's ultimate goal is for businesses to become agents of systemic change. By prioritizing environmental and social welfare, they ensure profitability and growth naturally follow, as these critical areas are safeguarded and nurtured.

Building on roadmap

The ECOP Sustainability Roadmap is not merely a plan but a living framework driving systemic change. By aligning its efforts with the roadmap, ECOP continues to:

  • Strengthen partnerships with international organizations like the Confederation of Danish Industry (DI), the International Labour Organization (ILO), and the International Organisation of Employers (IOE) to support global sustainability initiatives; and local organizations like the Philippine Chamber of Commerce and Industry (PCCI) and the Philippine Business Coalition for Women Empowerment (PBCWE) to support national initiatives.
  • Establish new connections with key stakeholders, including the National Economic and Development Authority (NEDA), the Securities and Exchange Commission (SEC), Women’s Business Council Philippines (WomenBizPH), and the US Council on International Business (USCIB). ECOP has also begun forging connections within the renewable energy sector to foster innovation and sustainable development.
  • Develop tools and services to help companies adapt to the green transition, focusing on creating green jobs, addressing skills gaps, and ensuring inclusivity.
  • Advocate for policy reforms and business practices that promote a just transition and climate resilience.

Recognized blueprint for change

In 2024, the roadmap gained international recognition, further establishing ECOP as a sustainability leader. It was presented at several high-profile global forums, including:

  • The IOE Policy Working Group on Gender Equality and Diversity, under the theme “Just Transition, Climate Change, and Gender Equality,” where the roadmap’s inclusive strategies were highlighted as best practices.
  • The IOE-MEF Climate Change and Just Transition Summit, where ECOP showcased its approach to balancing economic growth with environmental responsibility.

These engagements amplified ECOP’s global voice, demonstrating its commitment to aligning local efforts with international sustainability goals.

The roadmap was also featured in the following initiatives:

  • Bipartite Agreement on Just Transition: The roadmap was formally incorporated into the bipartite agreement signed during the ECOP-FFW National Conference on Just Transition: Leave No One Behind. This agreement underscores the commitment of employers and labor groups to a green transition that equitably benefits all stakeholders.
  • Presentation at the National Tripartite Forum: During the FFW National Tripartite Forum on the Fourth Industrial Revolution, Climate Change, and Just Transition, ECOP highlighted how the roadmap bridges the gaps between technological advancements, climate action, and labor rights.

The ECOP Sustainability Roadmap is more than a strategy—it is a living framework designed to drive systemic change and promote sustainable development in the Philippines.
