DSWD launches scam-free online platform for accredited donors

MANILA, Philippines — By modernizing or digitizing the donation process, the Department of Social Welfare and Development (DSWD) has reduced the risks of corruption as donors can now go directly to local government units through an online platform and steer clear of bureaucratic red tape.

The DSWD, under Secretary Rex Gatchalian, recently launched the digital platform Harmonized Electronic License and Permit System (HELPS) and the Kaagapay Donations Portal to ensure faster and more efficient systems at the grassroots level.

“With an emphasis on operational efficiency and user-friendly navigation, the Kaagapay Donations Portal enhances the overall donor experience while ensuring that resources are effectively allocated to those in need,” Assistant Secretary Ana Maria Paz Rafael said.

According to her, this new online portal serves as a dedicated platform where donors can send their contributions directly to the DSWD or to various social welfare and development agencies (SWDAs) and local government unbolts (LGUs).

“The platform simplifies the process of giving, allowing donors to choose between cash and in-kind donations while offering a clear and transparent method for tracking their contributions,” Rafael, who belongs to the DSWD’s Partnership Building and Resource Mobilization Office, added.

Through the launch of its newest digital initiative, the Kaagapay Donations Portal streamlines the donation process, making it easier and more accessible for individuals and organizations to contribute toward disaster relief operations and social welfare programs.

At the same time, the DSWD portal also links donations to DSWD-registered and licensed SWDAs, as well as to LGUs engaged in humanitarian response during times of disasters and emergencies.

The HELPS serves as a virtual one-stop-shop for the agency’s regulatory services for SWDAs.

The online systems were launched on Feb. 18 as part of the DSWD’s 74th anniversary celebration.
