CEBU CITY — A wing van driver who risked his life to save residents from raging floodwaters during Typhoon Tino may soon be honored as a hero, despite losing his job for his actions.
The Department of Labor and Employment in Central Visayas (DOLE-7) is preparing a formal commendation for the driver, who was dismissed for using his company vehicle to rescue residents trapped in floodwaters in Liloan, Cebu, on Nov. 4, 2025.
DOLE-7 Director Roy Buenafe said the driver’s actions reflected both bravery and exemplary worker’s conduct.
The agency found no wrongdoing in the decision to use the wing van, emphasizing that the driver acted out of instinct and compassion to save lives.
“I don’t think the driver violated his work duties because it is human nature to help one another. The only reason he used the vehicle was to save individuals. That is a noble and commendable act,” he said.

Buenafe noted that recognizing workers who go beyond their regular duties is part of DOLE’s responsibility to protect laborers.
The commendation is expected to be presented during DOLE’s 92nd anniversary on Dec. 8 in Bogo City, with the possibility of an earlier award during a pre-anniversary Job Fair. He also indicated that the driver could receive a special recognition named after San Jose, the patron saint of workers.
The driver, together with a local policeman, helped save six people at risk of being swept away by fast-moving waters in Cotcot, Liloan. Viral footage captured the driver using his van to slow the flood, giving rescuers a chance to reach the victims. Pat. Niño Divinagracia, who fell into the water while assisting, was pulled to safety by one of the van helpers. Despite sustaining injuries, Divinagracia helped carry a woman to higher ground.
The Police Regional Office in Central Visayas (PRO-7) recognized the courage of the driver and his team, noting that their quick actions prevented further casualties, including a potential police fatality. Following the crew’s dismissal by their employer, PRO-7 has coordinated with government agencies and community groups to explore support for the driver and his helpers. KAISER JAN FUENTES
