NAVAL, Biliran — The Department of Public Works and Highways Biliran District Engineering Office (DPWH-Biliran DEO) has began the road rehabilitation works along the Sitio Dapdap to Larrazabal route here.
The road is the key access point to important government centers and establishments in Naval, including the DPWH-Biliran DEO, Department of Environment and Natural Resources (DENR), Department of Education (DepEd), Civil Service Commission (CSC), Department of the Interior and Local Government (DILG), Technical Education and Skills Development Authority (Tesda), Biliran Provincial Police Office (BPPO) among others.
The road will also improve accessibility to the upcoming New Biliran Provincial Hospital.
The P57.87-million project covers a total of 3.50 lane kilometers/1.75-kilometer two lane road designed with 0.23-meter (9 inches) thick and 6.10-meter-wide concrete pavement, installation of drainage and slope protection structures to ensure road durability and safety.
This project is funded under the 2025 General Appropriations Act (GAA), specifically under the Local Infrastructure Program which was facilitated with the assistance of Biliran Rep. Gerardo Espina Jr.

The target completion of the project is December 2025.
"This rehabilitation project is a much-needed improvement as the existing road was already in a poor state, making travel inconvenient for the public," said OIC-District Engineer Irwin Antonio.
"With this development, we aim to provide a smoother and safer road network for everyone," added Antonio.
Motorists and commuters have been experiencing rough and bumpy rides due to the deteriorated road condition, with potholes and uneven surfaces, said Antonio.
He said the poor state of the road often leads to discomfort and delays for daily commuters. Once completed, the road will significantly improve mobility and accessibility, benefiting both government agencies and the general public.
