MANILA, Philippines — The Department of Transport has ordered the Land Transportation Office (LTO) to immediately suspend the confiscation of driver’s licenses in cases involving traffic violations, while new procedures are being streamlined.

In a memorandum dated Jan. 9, Transportation Secretary Giovanni Lopez instructed the LTO to halt the confiscation of licenses during apprehensions and to review all existing issuances to ensure uniform implementation of policies nationwide.

The transport chief also amended the rules on settling traffic violation cases, extending the lead time from 15 calendar days to 15 working days to give both motorists and authorities more time to resolve cases.

“This means that holidays and long weekends are not included in the counting of days when a driver is settling a violation,” Lopez said.

The LTO was likewise instructed that although licenses will no longer be confiscated, apprehended motorists’ licenses must be immediately flagged and automatically suspended or revoked if cases are not resolved within the prescribed 15 working days.

“The new memorandum circular shall take effect immediately,” the agency said.
