MANILA, Philippines — A group of Department of Health (DOH) employees has expressed full support for Secretary Ted Herbosa amid ongoing reforms in the country’s healthcare system.

The National DOH Employees Association (NADEA), representing more than 53,000 rank-and-file employees, praised Herbosa’s leadership since assuming office in 2023, citing what it described as his “dedication, integrity and clear strategic vision for a stronger and more responsive health system.”

The group is led by national president Louella Jeanne Lao and carries the support of dozens of national executive officers, trustees, regional representatives and hospital-based officials from various DOH offices and attached agencies nationwide.

NADEA said that under Herbosa’s leadership, programs such as PuroKalusugan, Bagong urgent care and ambulatory services and the zero billing balance policy, which aim to bring healthcare services closer to communities, were introduced.

According to the group, these initiatives have significantly expanded access to primary healthcare, helped decongest hospital and reduced financial barriers that prevent Filipinos from receiving medical treatment.

“These collectively represent a major reform in strengthening the continuum of care – from community-based services to hospital-level interventions – thereby making universal healthcare more tangible and meaningful for the Filipino people,” NADEA said.
