To encourage more investments, exploration, and support for the role of natural gas in the country’s energy mix, the Department of Energy (DOE) has issued the rules and regulations (IRR) of the Philippine Natural Gas Industry Development Act.
Under the IRR, the government shall establish, supervise, and monitor the Philippine downstream natural gas industry (PDNGI).
The guidelines mandated the DOE to prepare a development plan, and to establish standards on gas quality, facility, and code of practice upon coordination with other key government agencies through a technical committee.
The DOE has the power to review, suspend, or revoke permits of non-compliant natural gas industry players.
Th agency also has the authority to take over or direct PDNGI operations in case of emergency, upon the recommendation of the state planning agency National Economic and Development Authority (NEDA).
The government must also develop a comprehensive national strategy to integrate renewable gases into the energy mix with the help of the National Renewable Energy Board (NREB).
A gas policy will be issued by the DOE within six months from the release of the IRR.
Additionally, the DOE will develop a transparent strategy to evaluate stranded asset risk on existing and proposed projects, as well as maintain a database which tracks projects that are identified as stranded and update the public regularly.
