MANILA, Philippines — Public Works Secretary Vince Dizon has reconstituted the Department of Public Works and Highways (DPWH) Bulacan 1st District Engineering Office (DEO) which had been implicated in the flood control projects scandal.
In an order issued on Nov. 26, Dizon reassigned Kenneth Edward Fernando, former engineer III at the DPWH Central Office Construction Division, as officer-in-charge assistant district engineer of the Bulacan 1st DEO and concurrent OIC-Human Resource and Administrative Section chief.
Dizon also reassigned Paul Genar Lumabas, former engineer III at the DPWH Public-Private Partnership Service (PPPS), as Bulacan 1st DEO OIC of the Planning and Design Section.
Hector Homer Tuazon, also an engineer III at the DPWH PPPS was reassigned as OIC of the Construction Section.
Meanwhile, Ferdinand Vergara Jr., former engineer II at the DPWH Bureau of Research and Standards was reassigned as OIC of the Quality Assurance Section.
Also included in the shuffle were Glengel Pineda who was assigned as Bulacan 1st DEO OIC-Budget Unit Head and Jay-ar Mel Amazona as the new OIC Procurement Unit Head.
In an earlier order issued on Oct. 30, Dizon named Josefino Melgar as OIC-District Engineer of the DPWH 1st DEO.
All these positions at the DPWH Bulacan 1st DEO were vacated when graft and malversation charges were filed by Dizon before the ombudsman last Sept. 11 against 20 officials and engineers of the DEO for a ghost flood control project in the province.
