MANILA, Philippines — The Department of Information and Communications Technology (DICT) plans to spend up to P1.28 billion for the upgrade of connectivity tools for online learning in public schools.

Based on its invitation to bid, DICT is looking for a supplier of connectivity tools that public schools can use for their electronic learning.

The contract costs as much as P1.28 billion, which the DICT is financing through a fund transfer from the Department of Education (DepEd).

DICT is allocating P699.45 million for 2,636 public schools in Luzon. Further, it is spending P439.64 million for 1,654 schools in Visayas and P136.67 million for 508 institutions in Mindanao.

The agency requires bidders to show proof they operate low earth orbit (LEO) satellites within the Philippines. These satellites will serve as the backbone of the project, beaming internet onto the ground and covering even the farthest towns in the country.

Further, bidders must present background that they were able to mount similar projects of scale over the past five years.

The project mandates the supplier to provide a minimum of two terrabytes of data monthly per site, and that the location of the public schools be given priority for maximum reliability.

The service must extend a minimum speed of 40 Mbps to a maximum quality of 220 Mbps, and latency must not exceed 60 milliseconds in line with the performance capability of LEO systems.

Once the deal is awarded, the supplier must be able to deliver and install the required services in 30 days from receipt of notice to proceed. The supplier has to provide the connectivity services for 300 days, and a warranty must be available through that period.

A pre-bid conference for the contract will be held on Jan. 5, 2026. Afterward, the agency is closing submissions and opening the offers by Jan. 19.

In October, the Department of Budget and Management released P3 billion to speed up the digital adoption of public schools across the archipelago.

Of this, P1.5 billion was placed in DepEd’s Connectivity Enhancement Program for E-Learning that provides online learning materials, primarily for public school students in remote areas.
