DICT launches eGov PH, eLGU system in Iloilo

ILOILO CITY — Local government units (LGUs) in Iloilo are stepping into the digital age with the integration of the eGov PH app and eLGU system, promising more efficient, transparent and accessible public services.

The Department of Information and Communications Technology (DICT) launched the two platforms on Wednesday, Feb. 26, as part of its ongoing efforts to digitize government transactions and improve service delivery across the country.

"With eGov PH app and eLGU, we aim to modernize, streamline, and bring global government services closer to the people, with a goal to make them more accessible, efficient, and sustainable," said DICT-6 Director Ralph Joseph Moncatar.

Moncatar encouraged local leaders and citizens to leverage technology for community upliftment and to adapt to changing times.

The eGov PH app serves as a mobile gateway to a variety of government services, consolidating transactions into a single, user-friendly platform.

June Vincent Manuel Gaudan, director of DICT's Government Digital Transformation Bureau, has announced that users can access their Philippine Identification System ID directly through the app.

The app also enables online transactions with key agencies such as the Social Security System, Pag-IBIG Fund, PhilHealth, Government Service Insurance System, and the Anti-Red Tape Authority, among others.

To fully utilize the app's features, Gaudan explained that users must register with their mobile numbers and complete an identity verification process through facial recognition technology.

Verified accounts unlock full access to all available services, while unverified users have limited functionality, he added.

Meanwhile, the eLGU system, integrated within the eGov PH app, expands digital access to local government services.

Residents can apply for business permits and licenses, request civil registry documents (birth, marriage, and death certificates), secure a community tax certificate (cedula), and more — all online.

While most Iloilo LGUs have already adopted the eGov PH app and eLGU system, only Estancia and Tigbauan have yet to be integrated, according to Gaudan.

The DICT aims for full integration of all LGUs in Iloilo in the government's digital transformation initiative by 2026.

Iloilo City Mayor Jerry Treñas praised the initiative, highlighting how digital transformation will simplify government transactions and cut down costs for both the public and government offices.

"This is a powerful tool that will bring citizens and the government closer together, ensuring that Filipinos receive the efficient and accessible services they rightfully deserve," Treñas said.

Iloilo Provincial Administrator Raul Banias also underscored the need for a whole-of-nation approach to digital transformation.

"The whole-of-nation approach to digital transformation is exactly what we need rather than each LGU developing its own customized platform," he stressed.
