MANILA, Philippines — Davao City has once again topped the list of the Philippines’ most traffic-congested cities in 2025, ranking 12th globally and fourth in Asia.
This is according to the 14th edition of the TomTom Traffic Index, an annual report that analyzes anonymized GPS data from devices.
TomTom’s 2025 data — released this month — puts Davao’s average congestion level at 66.2%, with drivers losing 168 hours a year during rush hour, or about a week stuck in slow-moving traffic.
The congestion level is defined as "the average additional time [in percent] lost to traffic in 2025, compared to driving in free-flow conditions."
Compared to other cities in Asia, Davao fared better than Bangkok, Thailand (ranked third with 67.9% congestion) but worse than Bandung, Indonesia (ranked fifth with 64.1%).
Bengaluru, India had the worst traffic congestion in Asia in 2025, according to the index, ranking first with a whopping 74.4% congestion level.
Worldwide, the city with the highest traffic congestion is Mexico City, Mexico, with a congestion level of 75.9%.
Davao's placement in the global ranking this year is an improvement from the 2024 study, which saw it place fifth worldwide for congestion levels.
Davao drivers in traffic same pace as Tainan & Kyoto
In practical terms, the index shows drivers in Davao cover an average of 4.4 kilometers in 15 minutes, with an average speed of 17.5 km per hour.
This is about the same speed as drivers moving through Tainan City, Taiwan and Kyoto, Japan, according to the index.
Meanwhile, Manila ranked as the second most traffic congested city in the Philippines, with 57% average congestion. Here, motorists are estimated to lose 143 hours a year in rush-hour traffic, according to the same index.
The 14th edition of the TomTom Traffic Index included traffic data in more than 500 cities across 62 countries.
