THE Cavite State University (CvSU) has entered into a P2-billion solarization agreement with Philko Corp. to install solar power systems in 13 campuses across Cavite.

Signed by CvSU President Agnes Nuestro, the contract stems from a project initiated and consolidated by Presidential Adviser on Poverty Alleviation Larry Gadon and would be implemented through a public–private partnership (PPP).

“This is another project in which there would be no single centavo that would be spent out of the government coffer,” Gadon told The Manila Times via Viber on Sunday, Nov. 30.

“Moreover, this is part of the electrification program of President Ferdinand Marcos Jr., utilizing green energy technology,” the anti-poverty presidential adviser added.

Under the project, CvSU will lower its electricity-related operating costs, earn revenue from excess power sold to the national grid, and receive a share of carbon credit income, Gadon said.

The added baseload capacity will also help strengthen the power supply in host communities, supporting local economic growth and job creation while contributing to the Philippines’ target of a 35-percent green energy mix in line with the Paris Agreement and Kyoto Protocol goals for 2030.

The CvSU initiative forms part of a broader solarization program being pushed by Gadon, which also covers hospital directly under the supervision of the Department of Health.

Gadon said the PPP Center has already cleared the solarization of Jose Reyes Memorial Medical Center, Quirino Memorial Medical Center, and East Avenue Medical Center, with a combined project cost of P750 million.

In 2024, six state universities and colleges were successfully installed with solar power systems with a total investment of P950 million, commissioned and switched under Gadon’s initiative also on a no-government-funds PPP basis.

The CvSU–Philko Corp. agreement reinforces the role of renewable energy–based PPPs in delivering fiscal savings, advancing climate commitments, and supporting long-term, inclusive development, the government official said.
