MANILA, Philippines — Total revenue collections of the Bureau of Customs in 2025 fell short of the government’s target, according to data released by the agency.

In a statement yesterday, the BOC said that it generated P934.4 billion in revenues last year, falling short of the P958.71-billion collection target set by the Cabinet-level Development Budget Coordination Committee (DBCC)  last year.

Despite falling short of its target, BOC’s total collections last year still posted a 1.9 percent increase compared with its end-2024 revenue of P916.67 billion, reflecting a modest year-on-year improvement in revenue performance.

According to the BOC, the increase in revenue was achieved despite a series of significant challenges, including a decline in import volumes, the temporary suspension of rice importation and ongoing fluctuations in global commodity prices.

“The performance highlighted the positive impact of the bureau’s efficiency, strengthened compliance measures and the expanded use of digital systems in sustaining the revenue collection,” the BOC said.

Finance Secretary Frederick Go earlier said that the collections of the BOC and the Bureau of Internal Revenue are softer than the projected yield of the national government, citing the extraordinary circumstances following the probe into the flood control issue.

The BOC also said it conducted 1,024 enforcement operations last year, resulting in the seizure of smuggled and prohibited goods valued at approximately P61.71 billion.

“The Bureau also continued to improve oversight of bonded warehouses and expanded the use of non-intrusive inspection technologies to ensure regulatory compliance while minimizing disruption to legitimate trade,” it said.

For this year, BOC is projected to collect P1.01 trillion based on the 2026 Budget of Expenditures and Sources of Financing. The DBCC is expected to revise the country’s growth target, including revenue projections.
