Converge yesterday said it led all internet service providers (ISPs) in the first report released by the Department of Information and Communications Technology (DICT) for its Oplan Bantay Signal.

MANILA, Philippines — The government’s effort to monitor internet speeds has yielded its first batch of results, awarding Converge ICT Solutions Inc. as the operator to beat on consistency, latency and speed.
Converge yesterday said it led all internet service providers (ISPs) in the first report released by the Department of Information and Communications Technology (DICT) for its Oplan Bantay Signal.
At end-2025, Converge leads all ISPs on broadband speed, turning in an average of 193.61 Mbps in Metro Manila across more than 700,000 tests from subscribers.
Converge led its competitors across all metrics, from download and upload speed, to latency. The fiber-backed ISP recorded 10.67 milliseconds in latency, which refers to the time needed for data to travel back and forth.
Information Secretary Henry Aguda said Converge’s performance is the broadband benchmark in the Philippines right now. He lauded Converge for investing in its fiber expansion, allowing it to provide the best quality across different communities and geographies.
Still, Converge chief operations officer Benjamin Azada said the ISP has more work to be done, especially in locations identified by the Oplan Bantay Signal as lagging in connectivity.
“Beyond these metrics of upload and download speeds, we are actively improving our network for increased reliability and consistency in performance, as we work on enhancing connectivity in select parts of the country,” Azada said.
Azada also recognized the DICT’s effort to check the internet quality in cities and provinces, as this gives providers the opportunity to look into the areas where their service is fluctuating.
The Oplan Bantay Signal is a dashboard where consumers may flag service outages and test the internet speed in their areas. Using data from these tests, it provides a comprehensive analysis of network performance for both broadband and mobile connectivity.
“The DICT’s report gives a fair and balanced view, [as] they also called our attention to specific areas where we need to improve our performance. We recognize this call and we pledge to focus our attention on areas experiencing low or intermittent connectivity,” Azada said.
Last year Ookla, the global benchmark for internet speed, named Converge the leading ISP provider in the Philippines, recognizing the company for managing the fastest fixed network.
Converge is the country’s second largest broadband provider, managing a fiber network of 8.28 million ports that serves 2.93 million subscribers.
