MANILA, Philippines — The use of “membership cards” by candidates and political parties in their campaign activities for the May 12 elections is now prohibited, the Commission on Elections said.

Under Minute Resolution No. 25-0438, the Comelec said distribution of “membership cards” is no longer allowed during political rallies and campaign sorties.

“(This is) in consideration of the potential abuse of use and unauthorized use of membership cards in campaigning and other election-related activities,” the Comelec said.

It was last February when the Commission allowed the use of membership cards under Minute Resolution No. 25-0179 after labelling it as “other forms of election propaganda.”

Included in these “other forms of election propaganda” approved by the Comelec are arm sleeves, eco bags, tote bags, flyers, stickers, fans, caps and visors, face towels, notebooks, pens, water bottles, button pins, ballers, umbrellas, poster magnets, aprons, raincoats, bucket, dipper and pitcher, mugs, paper bowls, manicure kits, calendars, wallets, thermos, coffee, coin banks, water gallons and dinnerware sets.

To get approval from the Comelec if an item falls under “other forms of election propaganda,” the candidates and political parties are required to submit samples of their campaign materials.
