CEBU, Philippines – Cebu City Mayor Nestor Archival revealed in his first 100 days report on Thursday, October 16, that the local government needs to spend P403 million to rectify structural deficiencies in the Cebu City Medical Center (CCMC).

The full operation of the CCMC has faced multiple delays due to various circumstances including — but not limited to — being demolished after it was deemed structurally unsound in 2014, permit issues from 2016 to 2019, and occupancy problems in 2020.

After a technical assessment conducted by 25 volunteer engineers and architects, Archival said the audit found that various components of the CCMC have to be corrected.

Since 2014, the city government has paid around P940 million to five private developers. Four of those developers were awarded contracts that summed up to a total of P1.8 billion.

M.E. Sicat Construction, one of the developers, had its contract terminated after it failed to meet its construction deadline in November 2022. The city government awarded the developer in April 2022 a P907-million contract to complete the shell of the 10 floors of the CCMC. 

Based on the recommendations from the engineer and architects, the deficiencies of phases 1 to 4 — which are from the ground to the third floor of the hospital — should be rectified before the CCMC can be fully operational.

Their recommendation added that phase 5, which was awarded to Dakay Construction for P648 million, should also undergo review to address project inconsistencies that could affect works going from the fourth to the sixth floors of the CCMC.

As of this writing, the city government has an obligation to pay P1.138 billion for the remaining civil works at the CCMC. At least three out of ten floors of the hospital are accepting patients.
