CEBU CITY — Motorists crossing the Cebu-Cordova Link Expressway (CCLEx) will pay higher toll fees starting July 1, as the Local Toll Regulatory Council (LTRC) approved new rates with an average increase of 11 percent across vehicle classifications.

The Cebu Cordova Link Expressway Corp. (CCLEC) confirmed that the adjustment will be implemented in phases, beginning with discounted provisional tolls before the full LTRC-approved matrix is enforced at a later date.

Effective July 1, motorists will pay P65 for motorcycles with engine displacements between 110 cc and 399 cc, now classified under Class 1M.

For Class 1 vehicles, which include cars, jeeps, pick-ups, small vans, and motorcycles 400 cc and above, the rate will be P100.

Class 2 vehicles, such as light trucks, buses and high-roof vans will pay P200, while heavy and multi-axle trucks under Class 3 will be charged P300.

Once the full rates take effect, Class 1M vehicles will pay P68, Class 1 vehicles P107, Class 2 vehicles P214, and Class 3 vehicles P321.

This marks the first official toll adjustment since CCLEX opened in April 2022 with initial rates of P90, P180, and P270 for Classes 1, 2, and 3, respectively.

With the provisional rates in place, the increase stands at approximately 11 percent compared to the original tolls.

CCLEC said the toll hike follows a biennial review as stipulated in its Concession Agreement with the Cebu City Government and the Municipality of Cordova.

The review considers various factors, including construction cost recovery, particularly due to delays brought on by the Covid-19 pandemic and Typhoon Odette.

CCLEC President and General Manager Allan Alfon also expressed gratitude to the public for choosing CCLEx, acknowledging that toll adjustments may raise concerns but are crucial to sustaining reliable and seamless service.

The LTRC, created by ordinances from the Cebu City and Cordova local governments, regulates and sets toll rates for the 8.9-kilometer bridge, which connects Cebu City’s South Road Properties to Barangay Pilipog in Cordova, Mactan Island.

The expressway remains the country’s longest and tallest bridge structure.

It significantly reduced travel time between Cebu City and Mactan, from an average of 82 to 85 minutes, based on a University of San Carlos study, to as much as 75 percent faster.

Meanwhile, pedestrians and cyclists may continue to access the expressway for free through its dedicated lanes.

CCLEC, a subsidiary of Metro Pacific Tollways Corp. (MPTC), has also announced plans to expand CCLEx’s connectivity to downtown Cebu City and the Mactan-Cebu International Airport, aiming to boost regional mobility and economic growth.

Motorists are advised to take note of the adjusted provisional tolls and plan accordingly, as CCLEC has yet to announce when the full rates will take effect.
