MANILA, Philippines — House Speaker Faustino “Bojie” Dy III on Wednesday said the joint congressional committee tasked with addressing the oil shock that has sent fuel prices surging and threatens to drive up living costs will deliver “fast and concrete” measures to immediately ease piling economic pressure. He said the 13 House of Representatives committees
