Bicam Day 1: Steps toward budget transparency, but red flags remain

MANILA, Philippines — The first day of the bicameral conference committee deliberations for the 2026 national budget wrapped up Saturday with what budget advocates say could be problematic provisions that run counter to efforts to make the country’s spending plan more transparent and responsive.  It’s the first time in the country’s history that the traditionally
