MANILA, Philippines — The Bases Conversion and Development Authority (BCDA) is finalizing an updated master plan aimed at modernizing Camp John Hay in Baguio City after securing court wins.
In a statement, the BCDA said it is currently finalizing an updated master plan that aims to position Camp John Hay as an investment destination in Northern Luzon, while preserving the area’s unique character and natural landscape.
It also wants to turn Camp John Hay into a self-sustaining mixed-use district with ecotourism, business, education, health care and green infrastructure.
The BCDA said that recent rulings of the Regional Trial Court Branch 79 of Baguio City dismissed six petitions for quieting of title, recovery of possession and a promissory estoppel case filed by private claimants involving properties within the John Hay Special Economic Zone.
“This major legal victory provides long-term stability for investors and partners,” BCDA chairperson Larry Paredes said.
“With the legal framework now clear, we can move forward to realize Camp John Hay’s full potential as a world-class mountain estate and a key growth driver in Northern Luzon,” he said further.
After years of legal battles, the BCDA took control of Camp John Hay in January this year.
A final ruling from the Supreme Court paved the way for the recovery of the 247-hectare property previously leased to CJH Development Corp.
BCDA president and CEO Joshua Bingcang said the ruling reinforces Camp John Hay’s transformation.
“Just as we built the successful models of Bonifacio Global City and New Clark City, we are now reinforcing Camp John Hay’s status as a premier investment destination,” he said.
“The legal certainty achieved is a core component of this. It affirms that Camp John Hay offers not just its iconic beauty, but a business environment fortified by law, designed for resilience and positioned for world-class modernization,” he said further.
