MANILA, Philippines — A policewoman has filed an administrative complaint against the chief of the Batangas police for alleged grave misconduct and conduct unbecoming of a police officer.

In a sworn affidavit filed before the National Police Commission (Napolcom), the complainant accused Batangas police director Col. Marlon Rufo of harassment including making unwelcome physical contact and inappropriate remarks.

She alleged that the harassment occurred from February to March.

The complainant said Rufo allegedly took advantage of his authority, raising concerns on abuse of power, safety in the workplace and professional conduct within the Philippine National Police (PNP).

“Complaints of this nature, particularly those involving women in uniform, will be handled with urgency, impartiality and due process, ensuring that all parties are accorded their rights while upholding accountability within the ranks,” the Napolcom said in a statement.

Rufo is the second ranking PNP official accused of alleged inappropriate behavior.

Last month, Brig. Gen. Jessie Tamayao resigned as chief of the Highway Patrol Group after a policewoman accused him of sexual harassment.

The Napolcom urged officers and personnel of the police force to always uphold the highest standards of professionalism, respect and integrity.
