Video link. It was raining outside, yet many senior citizens waiting in the hallways were wondering why it was still hot indoors, and how much worse it would be if it wasn't raining. Turning on the fans you see on the video wouldn't help either as we found that it only blows the hot air from the radiators trapped by the glass windows above down to you like a hair dryer.
At the halls of Manila City Hall, heat is dumped away from the civil servants' offices unto those ostensibly served. Another "hallmark" of our quality government.
