MANILA, Philippines — Education Secretary Sonny Angara yesterday said that Executive Secretary Ralph Recto has already denied that there will be a revamp in the Cabinet of President Marcos.

In a chance interview during the launch of “Project AGAP.AI: The National Kick-off” of the Department of Education (DepEd) Al Program at Quezon City Science High School, Angara maintained that he serves at the pleasure of the President.

“Not the President, but Executive Secretary (Ralph Recto) said there is none. Then the Presidential Management Staff secretary also told me there is none,” he said when asked about the supposed Cabinet shake-up.

Presidential Communications Undersecretary Claire Castro has maintained that there would be no changes in Marcos’ Cabinet for now, following a report that an “extensive” revamp could affect as many as nine agencies.

“Hopefully we are not included… and of course, we are also grateful to the statement made by Undersecretary Claire Castro, clarifying that there is no such thing,” Angara added.

He said it is not for him to judge his performance as DepEd secretary. He refused to identify the source of the Cabinet revamp rumor.

Online news site Politiko earlier reported that the supposed Cabinet shake-up was meant to address the President’s declining trust and approval ratings.

Among the agencies reportedly under review are the Departments of Health, Education, Foreign Affairs, Transportation, Tourism, Information and Communications Technology, Public Works and Highways and Economy, Planning and Development, as well as the Bureau of Customs.

The report also alleged that Technical Education and Skills Development Authority director general Kiko Benitez is being eyed to replace Angara at DepEd. 

Castro explained why her denial of a rumored Cabinet revamp has a “for now” qualifier.

“Let’s be honest: in all cases, the President evaluates his Cabinet members and, for now, there is no information relayed that he is already dissatisfied with some secretaries,” Castro told “Storycon” on One News on Thursday.

“But if there actually is a Cabinet revamp, it will start from us and we will announce it. But I cannot really say anything for now because no update has been given to me,” she added.

As for the Independent Commission for Infrastructure (ICI) – the three-member fact-finding body created by the President to investigate anomalous infrastructure projects – there are no plans “for now” to disband it, she said.

“For now, I cannot say if the ICI will be abolished or not because we do not have any information about that,” Castro said. — EJ Macababbad
