LEGAZPI CITY — Ousted former Albay governor Noel Rosal expressed gratitude after the Supreme Court granted his appeal for a temporary restraining order (TRO) that resuscitated his gubernatorial bid in Albay in the May 12, 2025 elections.
"I would like to thank the Supreme Court for giving the temporary restraining order. Justice has always prevailed indeed. And also to my compatriots in Albay for continuously believing in democracy," Rosal said in a statement send to The Manila Times.
"This is a big deal for every Albayano to be able to choose a leader in our province. Once again, I am asking everyone, that no matter what side we are on, to accept the decision of the Supreme Court for the peaceful election in the coming May 2025. Thank you, Lord!" added Rosal.
Rosal has questioned the Commission on Elections en banc decision, accusing the poll body of abuse of authority.
Rosal, disqualified for alleged administrative violations, expressed dismay over the swift ruling by the Comelec en banc.
"This is not just about me; this is about democracy," said Rosal as he emphasized the importance of upholding voters' rights.
"The Supreme Court already has a constitutional right of a person for an appeal to SC for certiorari if there is an abuse of discretion of a quasi-judicial body like Comelec. So, meaning unless there is a final judgement from SC, a decision cannot be implemented," Rosal added.
Rep. Fernando Cabredo of Albay's third district said the TRO bolstered the candidacy of Rosal.
"Governor Noel Rosal's candidacy is getting stronger even without AKAP, AICS, or any aid from the government. Despite the lack of resources, you will be amazed because wherever he goes in the barangay the people are rallying behind him," Cabredo said.
Cabredo, who is seeking a third term as the representative in the third district and an ally of Rosal, said that the power of prayers of the Albayanos brings a positive turn of events.
The high court issued the TRO on Jan. 21, 2025, halting Comelec's enforcement of Rosal's disqualification and allowing his candidacy to proceed.
"If you will recall, thousands of Albayanos from all walks of life stormed the rain last January 11, protesting the Comelec en banc decision barring governor Noel Rosal from running in the May 2025 gubernatorial race," said the Albay lawmaker.
"The Albayanos called on the Supreme Court through a prayer rally to act swiftly to grant Governor Rosal a temporary restraining order. We are grateful because the Supreme Court listened to the calls and cries of the people of Albay," the lawmaker added.
