MANILA, Philippines — The Department of Budget and Management (DBM)’s ‘add to cart’ initiative has generated P3.53 billion in sales since it started last year, as government agencies push for a more streamlined and transparent procurement process.

Data obtained by The STAR showed that transactions made through the eMarketplace online procurement portal have reached P3.53 billion as of March 10.

This also resulted in savings of P172.03 million compared to prevailing market prices, according to Procurement Service-DBM (PS-DBM) data.

Of these transactions, the value of purchased motor vehicles has reached P1.22 billion.

Under this, units worth P1.07 billion are pending delivery, while only P152.98 million in vehicles have been turned over to buyers.

Total savings from motor vehicles stood at P33.69 million.

The eMarketplace was launched with MVs as a pilot item in December 2024.

Software and licenses, which were onboarded as common-use supplies and equipment (CSE) in December 2025, sold on the platform amounted to P293.74 million, resulting in P38.87 million in savings.

On March 10, the PS-DBM announced that it has formally introduced Google software and licenses as CSE in the Philippine Government Electronic Procurement System eMarketplace.

The eMarketplace is designed to modernize the government procurement process, enabling agencies to conveniently “add to cart” essential goods and services for faster, more cost-effective transactions.
