MANILA, Philippines — The Asian Development Bank (ADB) remains committed to supporting the Philippines in its development goals, pledging to provide around $20 billion in assistance until 2028.
In a statement, the multilateral lender said ADB president Masato Kanda met with newly appointed Finance Secretary Frederick Go at the ADB headquarters on Nov. 25, to reaffirm the bank’s strong partnership with the government.
“The Philippines is home to ADB’s headquarters and one of our most important and long-standing partners,” Kanda said.
“Our annual assistance including cofinancing is expected to exceed $5 billion in 2025 and to reach $15 billion over 2026 to 2028,” he said.
He said these reflect the push for the government’s development agenda and the strength of the collaboration.
The multilateral lender is expanding its support particularly for private sector development in the country. This includes an upcoming $400 million program aimed at promoting a modern and technology-enabled business environment.
Earlier this month, ADB was a lead investor in Maynilad Water Services Inc.’s initial public offering, providing $100 million to help modernize water systems and strengthen equity capital markets.
ADB is also providing transaction advisory services for the country’s public–private partnership projects.
During the meeting, Kanda and Go also discussed ADB’s support in relation to the Philippines’ Association of Southeast Asian Nations chairmanship in 2026.
In line with this, ADB is preparing comprehensive technical and financing support to the Philippines.
Kanda also reaffirmed ADB’s commitment to supporting the government’s push for good governance and anti-corruption drive.
ADB underscored that transparency and public trust are key to achieving successful development results.
