By combining NTT DATA’s global digital transformation expertise with TELKHA’s nationwide engineering and infrastructure execution capabilities, the alliance is positioned to deliver full-stack infrastructure solutions.
MANILA, Philippines — NTT DATA and TELKHA have entered into a strategic partnership aimed at strengthening the Philippines’ digital infrastructure foundation and accelerating nationwide modernization efforts across the telecom, enterprise and public sectors.
The collaboration seeks to address the growing demand for broadband expansion, ICT development, intelligent city systems, private 5G networks, renewable-integrated infrastructure, energy management systems, public sector digitalization and long-term managed services — all critical components of the country’s digital transformation agenda.
By combining NTT DATA’s global digital transformation expertise with TELKHA’s nationwide engineering and infrastructure execution capabilities, the alliance is positioned to deliver full-stack infrastructure solutions — from fiber backbone deployment and smart poles to AI-enabled command centers, hybrid managed LEO and fiber connectivity, and 24/7 network operations management.
The Philippines is currently experiencing heightened investment in connectivity and urban modernization. Local government units are advancing smart city initiatives, national agencies are accelerating broadband and digital infrastructure programs, and enterprises are upgrading to private 5G and automated systems. Government-led connectivity mandates and infrastructure modernization programs are further creating opportunities for scalable public-private partnership (PPP) initiatives.
A key component of the partnership includes pursuing PPP projects focused on intelligent city deployment, unified common pole systems, hybrid fiber and LEO infrastructure, renewable-powered telecom sites, and long-term managed ICT services for government agencies and local government units.
Under the partnership, the companies will focus on five key areas:
- ICT and telecom modernization
- Intelligent city and smart infrastructure systems
- Private 5G enterprise deployment
- Energy efficiency and renewable-integrated mobile and facility solutions
- Managed services and lifecycle infrastructure operations
A defining feature of the alliance is its shift toward long-term managed services and PPP-backed infrastructure models rather than one-time project delivery. The model emphasizes service-level accountability, AI-driven monitoring, infrastructure lifecycle optimization, and recurring revenue structures designed to ensure reliability, cost efficiency, and sustainable operations.
TELKHA brings over a decade of telecom engineering experience and nationwide network deployment capabilities across multiple regions of the country, along with strong engagement across telecom operators, enterprises, and public sector stakeholders. NTT DATA contributes advanced digital platforms, cybersecurity frameworks, global IT governance standards, and enterprise integration expertise.
Executives from both companies emphasized that the partnership is structured as a long-term collaboration supporting Philippine digital transformation, intelligent infrastructure development, and PPP execution through 2030 and beyond.
As infrastructure and digital platforms increasingly converge, the alliance aims to build resilient, future-ready systems that enhance connectivity, strengthen public service delivery, support national competitiveness, and drive sustainable economic growth across the Philippines.
