FOUR provincial leaders, including two in Central Luzon, were recognized as the top performing governors across the country in the Youth Satisfaction and Trust Ratings Survey of the Institute for Global Education Exchange and Internship (IGEEI).
The results were based on governance, leadership, and public service delivery where Governors Susan Yap of Tarlac, Daniel Fernando of Bulacan, Gwendolyn Garcia of Cebu and Jose Enrique Garcia of Bataan sharing the top post with 89 percent satisfaction ratings each.
Also recognized for notable progress in effective governance were Ann Hofer of Zamboanga Sibugay with 87 percent, Datu Pax Ali Mangudadatu of Sultan Kudarat with 86 percent and Matthew Manotoc of Ilocos Norte with 85 percent, each making meaningful contributions to inclusive and accountable leadership in their respective provinces.

An 85 percent satisfaction rating was set as the threshold for identifying the Top Governors in the Philippines as determined by IGEEI's panel of experts using multiple governance components and indicators.
The findings reflect a growing demand among Filipino youth for transparent, participatory and results-oriented governance.
The survey noted that as the nation prepares for upcoming elections, these insights underscore the vital role of provincial leaders in meeting the aspirations of young citizens and building a better future across Luzon, Visayas and Mindanao.
