MANILA, Philippines — A total of 21,842 people and businesses have availed of Manila City’s general tax amnesty program in paying their obligations.

Mayor Isko Moreno said during “Yorme’s Hour” on his social media account on Dec. 5 that 11,987 people were able to pay real property taxes, 5,702 establishments settled their business taxes, and 4,153 others paid miscellaneous obligations.

Moreno said the taxpayers paid their unsettled obligations without interest or penalties through the general tax amnesty program under City Ordinance 9118.

According to Moreno, the city government was supposed to collect real property taxes worth over P314 million from July to Nov. 26.

However, with the general tax amnesty program, Manila only earned P207 million and the taxpayers saved over P101 million.

Also, over P125 million in taxes was collected from business owners in the city, or about P26 million lower than the supposed gross collection of over P151 million.

Business owners were able to save almost P30 million because of the general tax amnesty, Moreno said.

The city government did not provide data on collections from miscellaneous fees.

As of Dec. 5, Moreno said taxpayers were able to save over P167 million through the program.

“The general tax amnesty program of the Manila city government was its way of providing relief for taxpayers who struggled paying taxes after enduring calamities and other challenges, including the pandemic,” Moreno said.

He added that the program – which covers business taxes and fees, real property tax, ordinance violation receipts for traffic violation, professional tax receipt, occupation tax receipt, and other fees related to the city government’s engineering, health and zoning departments – will last until the end of 2025.

Moreno said real property taxpayers can avail of discounts of up to 20 percent until Dec. 10, 15 percent until Dec. 29, and 10 percent until Jan. 31, 2026.

Taxpayers can settle their obligations at Manila’s “taxpayer’s lounge” from Monday to Saturday and through the GoManila online portal.
