BACOLOD CITY — A total of 17 areas in Western Visayas have been identified as "areas of concern" by the
Commission on Elections (Comelec) in the 2025 national and local elections.
The towns of Calatrava, Cauayan and Sipalay City in Negros Occidental are included in the orange category while Isabela and San Enrique fall in yellow category.
Commissioner Aimee Ferolino, chairman of the Comelec Committee on the Ban on Firearms and Security Concerns, said that the Philippine National Police is employing a four-tiered color-coded system to classify election concerns: green (peaceful), yellow (election-related incidents or rivalry without domestic terror involvement), orange (multiple yellow factors or serious armed threats) and red (serious threats and potential Comelec control).
Negros Occidental provincial elections supervisor Ian Lee Ananoria said the classification by the Comelec head office is based on intelligence findings.

Comelec Negros Island Region Director Lionel Marco Castillano said the Regional Joint Security Control Center will also make its recommendations to the Comelec head office based on its assessment.
The classification serves as a guide for election security plans, said Castillano.
