COTABATO CITY — The Army’s 10th Infantry Division and a university in Davao City are establishing a communication network aimed at boosting the 10th ID’s public service operations and peacebuilding programs in far-flung areas and former strongholds of rebel groups.
Radio reports on Thursday, May 14, stated that the 10th ID’s commander, Major Gen. Alvin Luzon, and Guillermo Torres Jr., president of the University of Mindanao (UM) in Davao City, signed last week a cooperation deal to set up the Multi-Communications Integrated System, or Project AgilaCom, a pro-peace and development initiative.
Maria Linda Arquiza, UM's vice president for research and innovation, was among the witnesses to the event, held at the UM campus in Matina, Davao City.
Luzon and Torres had separately said that Project AgilaCom aims to enhance the connectivity and community service capabilities of all units of the 10th ID in the cities and provinces under its jurisdiction.
The 10th ID, whose headquarters is in Mawab town, Davao de Oro, has units in parts of Regions 10 and 11, including hinterlands that once hosted New People’s Army (NPA) camps. These areas are now called “peace zones,” inhabited by former NPA guerrillas who surrendered in batches and pledged allegiance to the government in recent years.
Luzon told reporters via text message on Thursday that Project AgilaCom is being developed by communications experts at UM, with the assistance of the regional offices in Region 11 of the Department of Science and Technology and the Department of Information and Communications Technology.
“The Project AgilaCom is focused on strong collaboration among the 10th Infantry Division, the University of Mindanao, and other government agencies in developing a mission-oriented communications framework that shall enhance the public service efforts of our units,” Luzon said.
He added that the project aims to create a well-protected and unified communications platform capable of improving mission command, situational awareness, and operational coordination among 10th ID troops and local communities in geographically isolated and conflict-affected areas.
